Change of parish clerk

At a recent reception held to mark her retirement, Jill Hinds MBE, retiring clerk to Kelvedon Parish Council, was presented with a stone sundial. An engraved brass plaque, thanking Jill for her long and dedicated service to the parish council, adorned the sundial.

Jill has been the parish clerk for over thirty years. Prior to that, she was a parish councillor for three years, so her exemplary record speaks for itself. During that time, Jill has kept the first Tuesday of every month sacrosanct and has missed only a couple of meetings of the parish council.

Jill retired at the end of July. However as a long-term resident in the village and an active member of many village organisations, her enthusiasm and commitment will still be making a contribution to the life of the village.

The new clerk of the parish council is Louise Fuller. Louise started work at the end of May and has had a handover period in which Jill has been showing her the ropes of the parish council.

Cllr Craig Martin, Chairman of the parish council, said,
"The council is most grateful to Jill for her dedicated service to the parish over many years. We wish her a long and happy retirement. Meanwhile, we are pleased to welcome Louise to Kelvedon and anticipate that her previous local government experience will be of benefit to Kelvedon".

Louise comes to Kelvedon having just taken early retirement from Loughton Town Council. Loughton Town Council was newly formed in 1996 and Louise joined as the council's first permanent Town Clerk in 1997. During her time there the council achieved many successes, including being one of the first councils in Essex to obtain the national standard of "Quality status". ln 2007, the council's newsletter won the first prize in the national communications awards for Newsletter of the Year.

Prior to joining Loughton Louise was clerk to South Woodham Ferrers Town Council for four years. She also has extensive experience in a district council and in Essex County Council.

Louise said,
"l am looking forward to working in Kelvedon. lt is an attractive village with a great community spirit and lots of things going on. The parish council is active and keen to work for the benefit of local residents, and I will be able to help it achieve its goals. Kelvedon is a great contrast to Loughton in many different ways, but there are also factors in common, and my previous experience will be invaluable in my new job".
